The tan brick building was erected in 1896 in Wise and serves the Judicial needs for Norton.  It is on Main Avenue at Spring Street.  United States Highway 23 is one block south of the location.  Frank Pierce Milburn is the architect.  Other city functions are conducted in the City Hall.  It is located on Virginia Street and 6th<\/sup> Street in Norton.  A canon sits in front of this dark red brick building.  The city was taken from Wise County on January 1, 1954 as the 122nd<\/sup> county equivalent.  The city is named for railroad president Eckstein Norton.  <\/a><\/a><\/p>\n\n\n\n

Norton City government consists of a Mayor, a sheriff, an attorney, a treasurer, and a revenue commissioner (executive).  It has 4 Council Members (legislative.)  Three Circuit Court Judges and Four District Court Judges serve Norton City and Lee, Scott, and Wise counties, Fifty-three Magistrate Court Judges serve Norton City and Bland, Buchanan, Carroll, Dickenson, Floyd, Giles, Grayson, Lee, Montgomery, Pulaski, Russell, Scott, Smyth, Tazewell, Washington, Wise, and Wythe counties and Bristol, Galax, and Radford cities, and a court clerk serves Norton City (judicial.)  The city is located in western Virginia.  Knoxville, Tennessee is southwest and Charleston, West Virginia is northeast of the city.  The city center is in Norton .5 miles East-Northeast of downtown.  The city is completely surrounded by Wise County. <\/p>\n\n\n\n

The area of the city is 7 square miles.  It is 128 out of 133 in the state.  It ranks 132 out of 133 in population in the state.  It has a density of 528.0 persons per square mile making it 46 out of 133 in the state.  <\/a>Norton has 100.0% of its population in its incorporated city limits.  United States Highway 23 enters the city from the north and exits to the west in from and out to Wise County.  United States Highway 58 Alternate comes from the east and joins United States Highway 23 to the west in and out of Wise County.  The city looks like a pig facing southwest.<\/p>\n\n\n\n
