The Neo-Classical red brick facility was constructed in 1954. There were 1804, 1825, and 1867 structures earlier in Meadville, the only county seat. The facility is on Center Street at Diamond Park Square. Pennsylvania State Highway 27 is four blocks north of the location. Edwin S. Hanna and D. Fuller Stewart provided the designs. A Judicial Center was added in 2017. The county was formed on March 12, 1800 from Allegheny County as the 33rd county. It is named for American Revolutionary War Colonel William Crawford. Meadville is named for settler David Mead.

The county is surrounded clockwise by Erie, Warren, Venango, and Mercer counties and Ohio.

Interstate Highway 79 travels north to south through the county from Erie County to Mercer County. United States Highway 6 comes in from the north, Erie County, and goes west into Ohio. United States Highway 19 parallels Interstate Highway 79 from Erie to Mercer counties. United States Highway 322 enters from Mercer County, southeast, and exits to Ohio, west. The county is a rectangle with the southeast corner eaten away. Meadville is located south and west of center in the county. Meadville is the county seat and the largest city. It is 15.5% of the county population. This county is in the Meadville Micropolitan Statistical Area.
