The classic red brick Italianate Renaissance courthouse was constructed in 1877.  The courthouse is on Pennsylvania Avenue at Market Street.  Pennsylvania Avenue is United States Highway 6 Business.  Milton Earl Beebe is the courthouse architect.  The building was enlarged in 1916, 1925, and 1978.  Warren County was formed from Allegheny and Lycoming counties on January 22, 1800 as the 28th county with Warren as the only county seat.  The county and its county seat are named for American Revolutionary hero Joseph Warren. 

Warren County government consists of a sheriff and 3 Commissioners.  Four Common Pleas Court Judges and Four Magistrate Court Judges serve Warren and Forest counties.  The county is on the northwest border with New York.  Erie, Pennsylvania is directly northwest and Pittsburgh, Pennsylvania is southwest of the county.  The Allegheny River flows through the county.  The county center is 14.5 miles West-Southwest of Warren nearer Irvine.  The county is surrounded clockwise by New York and McKean, Elk, Forest, Venango, Crawford, and Erie counties. 

The area of the county is 898 square miles.  It is 16 out of 67 in the state.  It ranks 54 out of 67 in population in the state.  It has a density of 43.0 persons per square mile making it 58 out of 67 in the state.  Warren County has 33.4% of its population in its incorporated areas.  United States Highway 6 passes east to west in the county from McKean County to Erie County.  United States Highway 62 enters from New York, north, and exits to Forest County, south.  The county is an overall rectangle.  The City of Warren is located in the eastern third of the county.  Warren is the county seat and the largest city.  It is 24.4% of the county population.  This county is in the Warren Micropolitan Statistical Area.
