The stately 1894 Romanesque Revival courthouse is at the intersection of Jefferson (United States Highway 67) and Church (Texas State Highway 154) streets. The granite and sandstone design was provided J. Riely Gordon. Tarrant was the first county seat of Hopkins County from the March 1, 1846 founding of the county. The county was part of Lamar and Nacogdoches counties and the 46th county. The county seat moved to Sulphur Springs in 1881. The current courthouse was the second one for Sulphur Springs. Hopkins County was named for David Hopkins. He was a local settler. The county seat was originally named Bright Star but changed to Sulphur Springs to promote the potential of healthy springs.

The county is surrounded clockwise by Delta, Franklin, Wood, Rains, and Hunt counties.

Interstate Highway 30 goes east to west from Franklin County to Hunt County. United States Highway 67 parallels Interstate Highway 30 from Franklin County to Hunt County. The county is mainly rectangular with a northeast-southwest angled northern border. Sulphur Springs is near the center in the county. Sulphur Springs is the county seat and the largest city. It is 43.3% of the county population. This county is in the Sulphur Springs Micropolitan Statistical Area.
