The stone Colonial Revival courthouse was erected in 1936. The courthouse is at the intersection of Main Street and Royal Avenue. Royal Avenue is United States Highway 360 in the town. There was also an 1838 version earlier. Alan J. Saville provided the building designs. The courthouse features a tower with a working clock. Veteran memorials are on the grounds. The county was created on January 1, 1836 from Frederick and Shenandoah counties as the 87th county with Front Royal as the only county seat. The county is named for American Revolutionary General Joseph Warren. He is also the namesake for the county seat of Fauquier County. Front Royal is reportedly a combination of two sentry terms or it is a term for a large oak in the city center.
Warren County government consists of a sheriff and 5 Supervisors. Six Circuit Court Judges and Eleven District Court Judges serve Warren, Clarke, Frederick, Page, Rockingham, and Shenandoah counties and Harrisonburg and Winchester cities and Forty-two Magistrate Court Judges serve Warren, Albemarle, Clarke, Culpeper, Fauquier, Fluvanna, Frederick, Goochland, Greene, Loudoun, Louisa, Madison, Orange, Page, Rappahannock, Rockingham, and Shenandoah Warren counties and Charlottesville, Harrisonburg, and Winchester cities. The county is in the northern part of Virginia. Alexandria, Virginia is east and Richmond, Virginia is southeast of the county. The county center is in Front Royal 1.5 miles Northwest of the city center. The county is surrounded clockwise by Clarke, Fauquier, Rappahannock, Shenandoah, and Frederick counties.
The area of the county is 214 square miles. It is 84 out of 133 in the state. It ranks 43 out of 133 in population in the state. It has a density of 190.3 persons per square mile making it 53 out of 133 in the state. Warren County has 36.9% of its population in its incorporated areas. Interstate Highway 66 enters the county from the east, Fauquier County, and terminates. Interstate Highway 81 comes from Frederick County, northwest, and goes to Shenandoah County, west. United States Highway 340 travels in from Frederick County, and goes out to Rappahannock County, south. United States Highway 522 is joined with United States Highway 340 from Frederick County, splits and continues south into Rappahannock County. The county is shaped like a bouquet of flowers. Front Royal is located near the center of the county. Front Royal is the county seat and, as the only incorporated city, it is the largest city. It is 36.9% of the county population. This county is in the Washington-Arlington-Alexandria Metropolitan Statistical Area.
