The year of construction and the architect of the Modern red brick facility are unknown.  It is sited at Cameron and Boscawen streets.  United States Highway 11 is Cameron Street.  The city is completely surrounded by Frederick County.  The city was created on July 10, 1902 from Frederick County as the 111th county equivalent.  The city is named for Winchester, England.  It is also the source name for the county seat of Frederick County.  Winchester City is the birthplace to 2 Virginia Governors, James Wood and Frederick W. M. Holliday. 

Winchester City government consists of a sheriff, a Mayor, and 8 Council Members.  Six Circuit Court Judges and Eleven District Court Judges serve Winchester City and Clarke, Frederick, Page, Rockingham, Shenandoah, and Warren counties and Harrisonburg City and Forty-two Magistrate Court Judges serve Winchester City and Albemarle, Clarke, Culpeper, Fauquier, Fluvanna, Frederick, Goochland, Greene, Loudoun, Louisa, Madison, Orange, Page, Rappahannock, Rockingham, Shenandoah, and Warren counties and Charlottesville, and Harrisonburg cities.  The city is in the northern part of the state.  Richmond, Virginia is southeast and Roanoke, Virginia is southwest of the city.  The city center is in Winchester .8 miles South-Southwest of downtown. 

The area of the city is 9 square miles.  It is 122 out of 133 in the state.  It ranks 62 out of 133 in population in the state.  It has a density of 3124.7 persons per square mile making it 10 out of 133 in the state.  Winchester has 100.0% of its population in its incorporated city limits.  Interstate Highway 81 goes north to south in and out to Frederick County.  United States Highway 11 parallels Interstate Highway 81.  United States Highway 17 originates and goes southeast.  United States Highway 50 comes from the west and joins United States Highway 17 to the southeast.  United States Highway 340 originates and goes south.  United States Highway 522 enters from the north and joins United States Highway 340 to the south.  The city resembles a locomotive facing southwest.  This city is in the Winchester Metropolitan Statistical Area.
