A masonry and tan brick building is on Interocean Drive, Emerson Street, Campbell, and Furry Street.  Interocean Drive is United States Highway 385 in the city.  This courthouse was built in 1935 to replace the 1904 facility.  Eugene G. Groves designed this Art Deco style courthouse.  Veteran memorials are on the grounds.  Holyoke has been the only county seat.  The county was established on March 27, 1889 from Weld County as the 48th county.  R. O. Phillips, a land company officer, provided his name for the county.  Holyoke, Massachusetts is the source for the county seat name.  The center of the county is 5.7 miles West-Northwest of Holyoke nearer Paoli. 

Phillips County government consists of a sheriff, assessor, manager, coroner, and treasurer (executive).  It has 3 Commissioners (legislative.)  Four District Court Judges serve Phillips, Kit Carson, Logan, Morgan, Sedgwick, Washington, and Yuma counties and a Trial Court Judge, clerk, and county attorney serve Phillips County (judicial.)  The county is in northeast Colorado on the border with Nebraska.  The county is surrounded clockwise by Sedgwick County and Nebraska and Yuma and Logan counties.  

The area of the county is 688.3 square miles.  The county is 54 out of 64 in the state.  It ranks 54 out of 64 in population in the state.  It has a density of 6.6 persons per square mile making it 40 out of 64 in the state.  Phillips County has 74.5% of its population in its incorporated areas.  United States Highway 6 crosses the county east to west from Nebraska to Logan County.  United States Highway 385 enters from the north, Sedgwick County, and exits to the south, Yuma County.  Frenchman River intermittently flows through the county.  The county is rectangular shaped with the northwest corner notched out.  Holyoke is located slightly southeast of the county center.  Holyoke is the county seat and the largest city.  It is 51.7% of the county population.  The county seat is pronounced HOL-LEE-OKE.
