A Modern style government facility in De Land was built in 2001. There were earlier courthouses from 1890 and 1929. The current facility is located one block east of United States Highway 17 at New York Avenue between Alabama and Amelia avenues. Vitetta Group are the architects of this red brick and concrete facility. There is also a 1988 County Administration Building. An augmenting courthouse is located in Deltona. The county is named for a port on the St. Johns River. The founder of Stetson University, Henry DeLand, is the namesake of the county seat. Volusia County was originally part of St. Johns County before its December 29, 1854 creation as the 31st county. Enterprise was the original county seat until 1888 when De Land took over.
Volusia County government consists of a manager, sheriff, and appraiser (executive). It has 5 Commissioners (legislative.) Twenty-five Circuit Court Judges serve Volusia, Flagler, Putnam, and Saint Johns counties and Ten County Court Judges, clerk, and county attorney serve Volusia County (judicial.) The county is located in eastern Florida on the Atlantic Ocean. The St. Johns River forms its west border. Orlando, Florida is southwest and Jacksonville, Florida is north. The center of the county is 11.8 miles East of De Land nearer Lake Helen. The county is surrounded clockwise by Flagler County and the Atlantic Ocean and Brevard, Orange, Seminole, Lake, Marion, and Putnam counties.
The area of the county is 1106 square miles. It is 10 out of 67 counties in the state. It ranks 12 out of 67 in population in the state. It has a density of 500.5 persons per square mile making it 15 out of 67 in the state. Volusia County has 79.1% of its population in its incorporated areas. Interstate Highway 4 originates in the county and goes southwest into Seminole County. Interstate Highway 95 crosses north to south through the county from Flagler County to Brevard County. United States Highway 1 parallels Interstate Highway 95 from Flagler County to Brevard County. United States Highway 17 enters from the northwest, Putnam County, and exits into Seminole County. United States Highway 92 parallels Interstate Highway 4 originating in the county and going into Seminole County. The county is shaped like a stirrup with a point sticking down. De Land is in the southwest quarter of the county. Deltona is south of De Land. De Land is the county seat and Deltona is the largest city. De Land is 6.8% of the county population while Deltona is 16.9% of the county population. The county is pronounced VO-LUE-SEE-A. The county seat is pronounced DEE LAND. The largest city is pronounced DEL-TOE-NA. This county is in the Deltona-Daytona Beach-Ormond Beach Metropolitan Statistical Area.
