A Renaissance Revival masonry courthouse built in 1917 serves Carroll County.  It is on a square at Main, Washington, Union, and Market streets.  United States Highway 421 turns at the intersection of Main and Washington streets.  The courthouse designer was Elmer E. Dunlap.  A working clock is on the building face.  The grounds feature veteran memorials, military large guns, and a gazebo.  There was an 1856 courthouse also in Delphi, the only county seat.  The county was formed on January 17, 1828 as the 57th county and named for Declaration of Independence signer Charles Carroll of Maryland.  The county was taken from Native American Territory.  The county seat is named for the Greek shrine. 

Carroll County government consists of a sheriff, 3 Commissioners, and 7 Council Members.  A Circuit Court Judge and a Superior Court Judge serve Carroll County.  The county is in northwest Indiana.  Indianapolis, Indiana is southeast and Gary, Indiana is northwest of the county.  The Wabash River flows through the middle of county and the Tippecanoe River flows on its western side.  The county center is 5.6 miles East of Delphi nearer Camden.  The county is surrounded clockwise by Cass, Howard, Clinton, Tippecanoe, and White counties. 

The area of the county is 372 square miles.  It is 64 out of 92 in the state.  It ranks 72 out of 92 in population in the state.  It has a density of 54.6 persons per square mile making it 72 out of 92 in the state.  Carroll County has 31.0% of its population in its incorporated areas.  United States Highway 421 crosses north to south through the county from White County to Clinton County.  The county shape is a rectangle with its northeast and southwest corner cut out.  Delphi is in the western quarter of the county near the border.  Delphi is the county seat and the largest city.  It is 14.6% of the county population.  The county seat is pronounced DEL-FIE.  This county is in the Lafayette Metropolitan Statistical Area.
