The tall working clock tower and the masonry and stone building were built in 1882. It is sited at Washington, Jackson, Main, and Clinton streets. United States Highway 421 is Jackson Street. George W. Bunting designed this Victorian Eclectic building. The grounds feature a canon and veteran memorials. Clinton County was established on January 29, 1830 as the 61st county and named for New York Governor DeWitt Clinton. Frankfort has always been the county seat. The county was taken from Native American Territory. The county seat was named for Frankfort, Germany.

The county is in north central Indiana to the northwest of Indianapolis, Indiana and southeast of Gary, Indiana. The county center is 4.9 miles North of Frankfort nearer Kilmore. The county is surrounded clockwise by Carroll, Howard, Tipton, Hamilton, Boone, Montgomery, and Tippecanoe counties.
The area of the county is 405 square miles. It is 40 out of 92 in the state. It ranks 49 out of 92 in population in the state. It has a density of 81.9 persons per square mile making it 47 out of 92 in the state. Clinton County has 64.2% of its population in its incorporated areas. Interstate Highway 65 crosses the southwest corner of the county from Tippecanoe County, west, to Boone County, south. United States Highway 52 parallels Interstate Highway 65 from Tippecanoe to Boone counties. United States Highway 421 goes north to south from Carroll County to Boone County. The county is a rectangle with its northeast corner missing. Frankfort is located south and west of the geographical center. Frankfort is the county seat and the largest city. It is 50.4% of the county population. This county is in the Frankfort Micropolitan Statistical Area.
