The red brick and stone gives it a Second Empire appearance.  The courthouse was built in 1875 and remodeled in 1954 and 2011.  It is located on Main, Washington, Franklin, and Meridian streets.  Indiana State Highway 32 is Washington Street.  J. C. Johnson is the building designer.  The facility features a clock tower and veteran memorials are on the grounds.  The county was established on January 10, 1818 from Wayne County as the 23rd county with Winchester as the only county seat.  The county is named for Randolph County, North Carolina.  The county seat is named for Winchester, England.  Randolph County was the birthplace of 1 Indiana Governor, James P. Goodrich. 

Randolph County government consists of a sheriff, an auditor, a clerk, a coroner, a treasurer, and an assessor (executive).  It has 7 Council Members (legislative.)  A Circuit Court Judge, a Superior Court Judge, and a prosecutor serve Randolph County (judicial.) The county is in eastern Indiana on the border with Ohio.  The White River has its origin in Randolph County.  The county center is 2.5 miles West of Winchester.  The county is surrounded clockwise by Jay County and Ohio and Wayne, Henry and Delaware counties. 

The area of the county is 452 square miles.  It is 19 out of 92 in the state.  It ranks 63 out of 92 in population in the state.  It has a density of 54.2 persons per square mile making it 73 out of 92 in the state.  Randolph County has 54.2% of its population in its incorporated areas.  United States Highway 27 goes north to south through the county from Jay County to Wayne County.  United States Highway 35 clips the southwest corner from Henry County to Wayne County.  United States Highway 36 crosses east to west in the southern part of the county from Ohio to Henry County.  The county is a rectangle with Winchester being slightly east of center in the county.  Winchester is the county seat and the largest city.  It is 19.8% of the county population.
