The stone courthouse was built in 1893 on a square at Main, 4^th, South A, and 3^rd streets.  United States Highway 40 is 3^rd Street in the city.  James W. McLaughlin is the architect of this Richardsonian Romanesque courthouse.  An Administration Center was added in 1978.  There was an 1811 courthouse in Salisbury and an 1818 building in Centerville.  Richmond became the county seat in 1873.  Wayne County was created on November 27, 1810 from parts of Clark, Dearborn, and Knox counties as the 6^th county.  The county is named for Revolutionary War hero General Anthony Wayne.  He is also the namesake for the county seat of Allen County.  The county seat presumably is named for Richmond, Virginia.  Wayne County was the birthplace of 1 Indiana Governor, Oliver P. H. T. Morton. 

Wayne County government consists of a sheriff, an auditor, a clerk, a coroner, a treasurer, and an assessor (executive).  It has 7 Council Members (legislative.)  A Circuit Court Judge, Three Superior Court Judges, and a prosecutor serve Wayne County (judicial.) Wayne County is in the east on the border with Ohio.  Indianapolis, Indiana is west and Dayton, Ohio is east of the county.  The county center is 5 miles West of Richmond nearer Centerville.  The county is surrounded clockwise by Randolph County and Ohio and Union, Fayette, and Henry counties. 

The area of the county is 402 square miles.  It is 44 out of 92 in the state.  It ranks 26 out of 92 in population in the state.  It has a density of 165.6 persons per square mile making it 26 out of 92 in the state.  Wayne County has 67.9% of its population in its incorporated areas.  Interstate Highway 70 crosses the county east to west from Ohio to Henry County.  United States Highway 27 goes north to south from Randolph County to Union County.  United States Highway 35 travels northwest to east from Randolph County to Ohio.  United States Highway 40 parallels Interstate Highway 70 from Ohio to Henry County.  The highest point in Indiana, Hoosier Hill, is in the county.  The county is overall a rectangle with a western extension and a southern missing part.  Richmond is located on the eastern border slightly south of center.  Richmond is the county seat and the largest city.  It is 53.7% of the county population.  This county is in the Richmond Micropolitan Statistical Area.
