The Modern appearance of the 1964 courthouse is dramatically different from the 1887 facility.  After the county was organized on January 15, 1851, Carrollton was the original county seat.  In 1868 the City of Carroll became the county seat.  John Latenser & Son are the architects of this tan brick and concrete courthouse.  The grounds feature a Liberty Bell replica.  The county was carved from Pottawattamie County as the 56th county.  The building sits on a square surrounded by 5th, Main, 6th, and Court streets.  United States Highway 30 is 6th Street in the town.  The county and county seat are named for Charles Carroll, a signer of the Declaration of Independence. 

Carroll County government consists of a sheriff, a recorder, an attorney, a treasurer, and an assessor (executive).  It has 5 Supervisors (legislative.)  Thirty-one District Court Judges and Thirty-three Magistrates serve Carroll, Boone, Bremer, Butler, Calhoun, Cerro Gordo, Floyd, Franklin, Greene, Hamilton, Hancock, Hardin, Humboldt, Marshall, Mitchell, Pocahontas, Sac, Story, Webster, Winnebago, Worth, and Wright counties (judicial.) Carroll County lies in western Iowa.  Sioux City, Iowa is northwest and Des Moines, Iowa is southeast.  The county center is 4.1 miles East-Southeast of Carroll.  The county is surrounded clockwise by Calhoun, Greene, Guthrie, Audubon, Crawford, and Sac counties. 

The county has an area of 569 square miles.  It is 51 of 99 in the state.  It ranks 30 out of 99 in population in the state.  It has a density of 36.5 persons per square mile making it 29 out of 99 in the state.  Carroll County has 79.7% of its population in its incorporated areas.  United States Highway 30 goes east to west through the county from Greene County to Crawford County.  United States Highway 71 travels north to south from Sac County to Audubon County.  The county is a rectangle with the City of Carroll located slightly north of center in the county.  Carroll is the county seat and the largest city.  It is 49.7% of the county population.
