The red/brown brick county courthouse in Carrollton was constructed in 1884.  It was enlarged in 1976.  It is on a square at Court, Highland, 5th, and Main streets.  H. P. McDonald and Brothers are the architects of this Federal Colonial courthouse.  United States Highway 42 is Highland Street.  A Justice Center was added in 1992.  The courthouse features a tower with a working clock and columns.  A canon sits on the grounds.  The county was created on February 9, 1838 from parts of Gallatin, Trimble, and Henry counties as the 87th county.  It is named for Charles Carroll, one of the signers of the Declaration of Independence.  Carrollton, the only county seat, is also named for him. 

Carroll County government consists of a sheriff, County Judge Executive, and 3 Magistrates.  Two Circuit Court Judges and One District Court Judge serve Carroll, Grant and Owen counties.  The county is on the Ohio River border with Indiana.  Louisville, Kentucky is southwest and Cincinnati, Ohio is northeast of the county.  The county center is 6.9 miles East of Carrollton nearer Easterday.  The county is surrounded clockwise by Indiana and Gallatin, Owen, Henry, and Trimble counties.  

The area of the county is 130 square miles.  It is 118 out of 120 in the state.  It ranks 97 out of 120 in population in the state.  It has a density of 83.1 persons per square mile making it 42 out of 120 in the state.  Carroll County has 44.4% of its population in its incorporated areas.  Interstate Highway 71 goes northeast to southwest in the county from Gallatin County to Trimble County.  United States Highway 42 parallels Interstate Highway 71 from Gallatin to Trimble counties.  The county is shaped like a sled.  Carrollton is located in the western part of the county on the Ohio River border with Indiana.  Carrollton is the county seat and the largest city.  It is 36.0% of the county population.
