The Modern tan brick and concrete building in Sandy Hook was built in 1968 at Main and Carroll streets.  Kentucky State Highway 7 is Main Street.  The architect is unknown.  There were 1937 and 1968 structures previously also in Sandy Hook, the only county seat.  The courthouse sits on a hill.  Elliott County was created on May 29, 1869 from parts of Morgan, Lawrence, and Carter counties as the 113th county.  The county is named for Congressman John Milton Elliott.  The county seat is a geographical name for its location on a bend of the Little Sandy River. 

Elliott County government consists of a County Judge Executive, a sheriff, a clerk, an attorney, a treasurer, a coroner, and an appraiser (executive).  It has 7 Magistrates (legislative.)  One Circuit Court Judge, Two District Court Judges, and One Family Court Judge serve Elliott, Carter, and Morgan counties and a court clerk serves Elliott County (judicial.) Elliott County is in eastern Kentucky.  Huntington, West Virginia is northeast and Lexington, Kentucky is west of the county.  The county center is 6.5 miles North of Sandy Hook nearer Newfoundland.  The county is surrounded clockwise by Carter, Lawrence, Morgan, and Rowan counties. 

The area of the county is 234 square miles.  It is 91 out of 120 in the state.  It ranks 112 out of 120 in population in the state.  It has a density of 31.4 persons per square mile making it 105 out of 120 in the state.  Elliott County has 8.7% of its population in its incorporated areas.  There are no Interstates or United States Highways in the county.  The county is shaped like a little letter r pointing toward the northwest.  Sandy Hook is in the southern third of the county.  Sandy Hook is the county seat and it is the largest city since it is the only incorporated city.  It is 8.7% of the county population.
