The brown brick Justice Center was built in 1975 and is at the intersection of Court Avenue and 3rd Street. United States Highway 71 passes three blocks to the east of the site. It was enlarged in 2015. Koehnlein, Lightowler, and Johnson, Inc., are the new courthouse designers. A Law Enforcement Center is north of the building with the old 1901 courthouse in between housing a museum. There were also 1889 and 1901 courthouses. Hubbard County was established on February 26, 1883 from Cass County as the 80th county with Park Rapids as the only county seat. The county is named for Governor Lucius Frederick Hubbard. The county seat is named for the park and rapids on Fishhook River.

Twenty-two District Court Judges serve Hubbard, Aitkin, Beltrami, Cass, Clearwater, Crow Wing, Itasca, Kittson, Koochiching, Lake of the Woods, Mahnomen, Marshall, Norman, Pennington, Polk, Red Lake, and Roseau counties (judicial.) Hubbard County is east of Fargo, North Dakota and northwest of Minneapolis, Minnesota in the northwest part of the state. The county center is 18.1 miles Northeast of Park Rapids nearer Nevis. The county is surrounded clockwise by Beltrami, Cass, Wadena, Becker, and Clearwater counties.
The area of the county is 922.5 square miles. It is 24 out of 87 in the state. It ranks 46 out of 87 in population in the state. It has a density of 23.1 persons per square mile making it 50 out of 87 in the state. Hubbard County has 23.7% of its population in its incorporated areas. United States Highway 71 crosses north to south in the county from Beltrami County to Wadena County. The county is a tall rectangle. Park Rapids is in the southwest quarter of the county. Park Rapids is the county seat and the largest city. It is 19.4% of the county population.
