A red and tan brick structure was erected in 1900, bought by the county and remodeled in 1920. The facility is on East 1st Street at Adams Avenue. United States Highway 2 is one block north of the site. Frank Bossout provided the Federalist designs. The building was enlarged in 1949. The county was organized on February 11, 1920 as the 52nd county. Chester has always been the county seat. The county is named for the concept of liberty following World War I. Chester is named for Chester, Pennsylvania.

Liberty County is located on the northern border with Canada. Great Falls, Montana is south of the county. The county center is 4.7 miles North-Northwest of Chester. The county is surrounded clockwise by Canada and Hill, Chouteau, Pondera, and Toole counties. The county looks like a fat letter J.

United States Highway 2 crosses east to west through the county from Hill County to Toole County. Chester is south and east of center in the county. Chester is the county seat and the largest city since it is the only incorporated city. It is 43.2% of the county population.
