The brown brick Classical Revival structure was built in 1915.  It is located at 3rd Street at Vincent Avenue.  United States Highway 30 is one block south of the location.  The architect was John James Huddart.  Deuel County was founded on January 1, 1889 from Cheyenne County as the 86th county.  Chappell has always been the county seat.  The county is named for settler Harry Porter Deuel.  The county seat was named for railroad officer John Chappell. 

Deuel County government consists of a sheriff and 3 Commissioners.  Four District Court Judges and Five County Court Judges serve Deuel, Banner, Box Butte, Cheyenne, Dawes, Garden, Grant, Kimball, Morrill, Scotts Bluff, Sheridan and Sioux counties.  Deuel County is in the panhandle on the border with Colorado.  The South Platte River cuts the southeast corner of the county.  Scottsbluff, Nebraska is northwest and Grand Island, Nebraska is east of the county.  The county center is 12.9 miles East-Northeast of Chappell.  The county is surrounded clockwise by Garden, Keith, and Perkins counties and Colorado and Cheyenne County. 

The area of the county is 440 square miles.  It is 82 out of 93 in the state.  It ranks 76 out of 93 in population in the state.  It has a density of 4.2 persons per square mile making it 64 out of 93 in the state.  Deuel County has 67.3% of its population in its incorporated areas.  Interstate Highway 76 originates in the county and heads southwest into Colorado.  Interstate Highway 80 crosses east to west from Keith County to Cheyenne County.  United States Highway 30 parallels Interstate Highway 80 from Keith to Cheyenne counties.  United States Highway 138 originates and parallels Interstate Highway 76 into Colorado.  United States Highway 385 enters joined with United States Highway 30 from Cheyenne County, splits and exits south into Colorado.  The county is an overall rectangle.  Chappell is in the southwest quarter of the county.  Chappell is the county seat and the largest city.  It is 45.8% of the county population.  The county is pronounced DU-EL.  The county seat is pronounced SHAP-PEL.
