The red brick courthouse was built in 1865 and remodeled and enlarged in 1882 and 1936. It is located on a square at Central Avenue, 10th, 1st Corso Avenue, 11th Street. United States Highway 75 is 11th Street. A. G. Basset is the designer of this Federalist building. A small tower sits on top of the courthouse. Otoe County was established on January 1, 1855 as the 15th county. Nebraska City has always been the county seat. The county is named for the Native American tribe. The city is named for the state. Otoe County was the birthplace for 1 Nebraska Governor, J. Peter Ricketts.

The county is surrounded clockwise by Cass County and Iowa and Missouri and Nemaha, Johnson, Gage, and Lancaster counties.
