The tan brick columned Classical Revival structure was erected in 1911.  The facility is on a square at 6th, F, 5th, and G streets.  Nebraska State Highway 8 is one block to the north.  William F. Gernandt provided the designs.  An 1868 version preceded the current one.  The county was established on December 23, 1854 from Richardson County as the 4th county with Pawnee City as the only county seat.  The county and county seat are named for the Native American tribe.  The county is a rectangle.  The City of Pawnee is located in the southeast quarter of the county. 

Pawnee County government consists of a sheriff and 3 Commissioners.  Three District Court Judges serve Pawnee, Clay, Fillmore, Gage, Jefferson, Johnson, Nemaha, Nuckolls, Richardson, Saline and Thayer counties and Three County Court Judges serve Pawnee, Gage, Jefferson, Johnson, Nemaha, Richardson, Saline, and Thayer counties.  Pawnee County is on the southeast border with Kansas.  Pawnee City is the county seat and the largest city.  It is 34.0% of the county population.  Lincoln, Nebraska is northwest and Omaha, Nebraska is northeast of the county.  The county center is 4.6 miles Northwest of Pawnee City.  The county is surrounded clockwise by Johnson, Nemaha, and Richardson and Kansas and Gage County. 

The area of the county is 432 square miles.  It is 84 out of 93 in the state.  It ranks 71 out of 93 in population in the state.  It has a density of 5.9 persons per square mile making it 57 out of 93 in the state.  Pawnee County has 55.4% of its population in its incorporated areas.  There are no Interstates or United States Highways in the county.
