The 2005 red brick courthouse replaced a brick 1916 structure.  There was also a wooden 1840 courthouse in Ossipee, the only county seat.  It is located on Water Village Road at County Farm Road.  New Hampshire State Highway 16 is one mile northeast of the site.  Keith P. Hemingway provided the Modern designs for the courthouse.  The county was organized on January 1, 1840 from Strafford County as the 10th and last county.  Carroll County is named for Charles Carroll, signer of the Declaration of Independence.  The county seat is named for the Native American tribe.  Carroll County was the birthplace for 1 New Hampshire Governor, Fred H. Brown. 

Carroll County government consists of a sheriff, an administrator, an attorney, and a clerk (executive).  It has 3 Commissioners and 15 Delegates (legislative.)  Three Circuit Court Judges serve Carroll County (judicial.)  The county is on the eastern border with Maine.  Manchester, New Hampshire is southwest and Portland, Maine is southeast of the county.  The county center is 13.9 miles Northwest of Ossipee nearer Whittier.  The county is surrounded clockwise by Coos County and Maine and Strafford, Belknap, and Grafton counties. 

The area of the county is 934 square miles.  It is 3 out of 10 in the state.  It ranks 8 out of 10 in population in the state.  It has a density of 53.6 persons per square mile making it 8 out of 10 in the state.  Carroll County has 0.0% of its population in its incorporated areas since there are no incorporated cities.  United States Highway 302 travels through the county from Maine, east, to Coos County, northwest.  The county resembles a capital letter D standing on its head.  Ossipee is located in the southern third of the county.  Conway is in the northeast quarter of the county.  Ossipee is the county seat and Conway is the largest populated area.  Ossipee is 1.1% of the county seat while Conway is 7.1% of the county population.  The county seat is pronounced OS-SI-PEE.
