The modern 1976 red brick facility replaced the 1889 classic courthouse.  It sits on Margaret Street at Court Street.  United States Highway 9 is Margaret Street in this part of town.  Jeremiah Oosterbaan provided the designs.  The county was created on January 1, 1788 from Washington County as the 14th county.  Plattsburgh has always been the county seat.  Clinton County is named for Governor George Clinton.  The county seat is named for founder Zephaniah Platt. 

Clinton County government consists of a sheriff and 10 Legislators.  One County Court Judge, One Family Court Judge, and One Surrogate Court Judge serve Clinton County.  Clinton County is in the northeast corner of the state.  It borders both Vermont and Canada.  Albany, New York is south and Montreal, Canada north.  The county center is 13.1 miles Northwest of Plattsburgh nearer West Chazy.  The county is surrounded clockwise by Canada and Vermont and Essex and Franklin counties. 

The area of the county is 1118 square miles.  It is 20 out of 62 in the state.  It ranks 33 out of 62 in population in the state.  It has a density of 71.4 persons per square mile making it 43 out of 62 in the state.  Clinton County has 33.3% of its population in its incorporated areas.  Interstate Highway 87 originates in the county and heads south into Essex County.  United States Highway 9 parallels Interstate Highway 87 from its origin to Essex County.  United States Highway 11 originates and travels west into Franklin County.  The county is shaped like a vase.  Plattsburgh is located on the eastern border of the county.  Plattsburgh is the county seat and the largest city.  It is 24.9% of the county population.  This county is in the Plattsburgh Micropolitan Statistical Area.
