The concrete Beaux Arts and Art Deco structure was built in 1929. The structure is on Main Street at New Hempstead Road. New York State Highway 304 is three blocks east. Dennison & Hirons provided the designs. The county was founded on March 15, 1798 from Orange County as the 27th county. There was an 1827 courthouse earlier in New City. Rockland County is a geographical description of the area. The county seat is geographical plus a Dutch meaning “oats straw.”

Three County Court Judges, Three Family Court Judges, and One Surrogate Court Judge serve Rockland County (judicial.) The county is on the southwest border with New Jersey. The Hudson River forms its eastern border. New York City, New York is directly southeast of the county. The county center is 7.2 miles South-Southwest of West Haverstraw nearer New City. The county is surrounded clockwise by Putnam and Westchester counties and New Jersey and Orange County.

It has a density of 1700.1 persons per square mile making it 8 out of 62 in the state. Rockland County has 42.0% of its population in its incorporated areas. Interstate Highway 87 enters the county from the north, Orange County, and exits to the east, Westchester County. United States Highway 9 goes north to south from Orange County to New Jersey. The county is a triangle shape. West Haverstraw is located in the northern part of the county. Spring Valley is in the southwest quarter of the county. West Haverstraw is the county seat and Spring Valley is the largest city. West Haverstraw is 3.2% of the county population while Spring Valley is 9.8% of the county population. This county is in the New York-Northern New Jersey-Long Island Metropolitan Statistical Area.
