The Modern red/brown brick and stone building was constructed at 4th Street and Pacific Avenue in 1982. It replaced an 1881 courthouse in Medora, the only county seat. The architects are Foss and Associates. Interstate Highway 94 Business is Pacific Avenue. The new courthouse has a wagon and two eagles on the grounds in front. Billings County was formed on February 10, 1879 as the 25th county. The county is named for Railroad Officer Frederick H. Billings. The county seat is named for Medora Von Hoffman, wife of city founder Marquis de Mores.

Billings County is in the west. Bismarck, North Dakota is east and Minot, North Dakota is northeast of the county. The county center is 21.2 miles Northeast of Medora nearer Fairfield. The county is surrounded clockwise by McKenzie, Dunn, Stark, Slope, and Golden Valley counties.

Interstate Highway 94 crosses the county from east to west from Stark County to Golden Valley County. United States Highway 85 enters from the north, McKenzie County, and exits to the east, Stark County. Billings County looks like a backward number 7. Medora is located near the western border of the county. Medora is the county seat and, as the only incorporated city, it is the largest city. It is 12.3% of the county population. The county seat is pronounced ME-DOER-A. This county is in the Dickinson Micropolitan Statistical Area.
