The masonry Second Renaissance Revival structure for Clinton County was built in 1919.  It is located on South, Sugar Tree, Walnut, and Main streets.  United States Highway 68 is South Street in the town.  Werner & Adkins and C. C. Weber & E. A. Weber combined for the building designs.  The building features a dome and a veteran memorial wall is on the grounds.  The nearby buildings have historical local murals.  An 1839 version preceded the current one in Wilmington, the only county seat.  Clinton County was created on March 1, 1810 as the 37th county.  The county was taken from Highland and Warren counties.  The county is named for United States Vice President George Clinton.  The county seat is named for Wilmington, North Carolina. 

Clinton County government consists of a sheriff and 3 Board Members.  Two Common Pleas Court Judges serve Clinton County.  Clinton County is in the southwest.  Columbus, Ohio is northeast and Cincinnati, Ohio is southwest of the county.  The county center is 2.9 miles South-Southwest of Wilmington.  The county is surrounded clockwise by Greene, Fayette, Highland, Brown, Clermont, and Warren counties. 

The area of the county is 410.9 square miles.  It is 63 out of 88 in the state.  It ranks 59 out of 88 in population in the state.  It has a density of 102.3 persons per square mile making it 53 out of 88 in the state.  Clinton County has 52.3% of its population in its incorporated areas.  Interstate Highway 71 enters the county from the north, Greene County, and exits to the west, Warren County.  United States Highway 22 goes east to west from Fayette County to Warren County.  United States Highway 68 passes north to south from Greene County to Brown County.  The county is a rectangle with its southeast corner sliced away.  The county seat is located near the center of the county.  Wilmington is the county seat and the largest city.  It is 30.1% of the county population.  This county is in the Wilmington Micropolitan Statistical Area.
