The 1871 masonry and stone Italianate courthouse is on Market and Lincoln streets.  United States Highway 30 is Lincoln Street in the town.  Henry E. Myer provided the building designs.  The structure was renovated in 1934.  The building features a tower with a working clock and Lady Justice.  A Juvenile Courthouse supports the county courthouse.  The county was founded on May 1, 1803 from parts of Jefferson and Washington counties as the 14th county.  Lisbon has always been the county seat.  Columbiana County is named for explorer Christopher Columbus.  He is also the namesake of the county seat of Franklin County.  The county seat is named for Lisbon, Portugal. 

Columbiana County government consists of an auditor, a sheriff, an attorney, and a coroner (executive).  It has 3 Commissioners (legislative.)  Four Common Pleas Court Judges and a court clerk serve Columbiana County (judicial.)  The county is on the eastern border with Pennsylvania and West Virginia.  The Ohio River is its southeast border.  Cleveland, Ohio is northeast and Youngstown, Ohio is north of the county.  The county center is 1.4 miles North of Lisbon.  The county is surrounded clockwise by Mahoning County and Pennsylvania and West Virginia and Jefferson, Carroll, and Stark counties. 

The area of the county is 532.5 square miles.  It is 19 out of 88 in the state.  It ranks 27 out of 88 in population in the state.  It has a density of 191.3 persons per square mile making it 29 out of 88 in the state.  Columbiana County has 42.5% of its population in its incorporated areas.  United States Highway 30 enters the county from West Virginia, southeast, and exits into Stark County, west.  The county resembles a fat pistol pointing west.  The county seat is located near the center of the county.  Salem is on the northern border of the county and extends into Mahoning County.  Lisbon is the county seat and Salem is the largest city.  Lisbon is 2.6% of the county population while Salem is 11.7% of the county population.  The county is pronounced KOE-LUM-BEE-AN-A.  This county is in the East Liverpool-Salem Micropolitan Statistical Area.
