The classier stone and masonry Italianate facility was erected in 1885.  It sits on a square surrounded by Jackson, Monroe, Court, and Clay streets.  Jackson Street is United States Highway 62 in the town.  Joseph Warren Yost provided the building designs.  The structure features columns and a tower with a working clock.  Veteran memorials are on the grounds.  A County Office Building supports the courthouse.  The county was created on January 20, 1824 from parts of Coshocton, Wayne, and Tuscarawas counties as the 73rd county with Millersburg as the only county seat.  The county is named for War of 1812 hero Andrew Holmes.  There were 1825 and 1834 versions of the courthouse earlier.  Millersburg is named for settler Charles Miller. 

Holmes County government consists of a sheriff and 3 Commissioners.  Two Common Pleas Court Judges serve Holmes County.  The county is in northern Ohio.  Cleveland, Ohio is north and Columbus, Ohio is southwest of the county.  The county center is in Millersburg .5 miles East of the city center.  The county is surrounded clockwise by Wayne, Stark, Tuscarawas, Coshocton, Knox, and Ashland counties. 

The area of the county is 423.0 square miles.  It is 50 out of 88 in the state.  It ranks 53 out of 88 in population in the state.  It has a density of 104.5 persons per square mile making it 51 out of 88 in the state.  Holmes County has 11.3% of its population in its incorporated areas.  United States Highway 62 enters the county from the northeast, Stark County, and exits to the southwest, Knox County.  The county is an overall rectangle with an extra arm extending from the northwest corner.  Millersburg is located near the center of the county.  Millersburg is the county seat and the largest city.  It is 7.1% of the county population.
