The Greek Revival and Second Empire style courthouse was constructed in 1858.  The courthouse is on the square where Main and Kennebec streets meet.  Ohio State Highway 60 is Main Street in the town.  William P. Johnson is the white brick courthouse designer.  The building was remodeled and enlarged in 1960.  The facility features a tower with a working clock.  Veteran memorials sit in the center of the square.  The county was formed on December 29, 1817 from parts of Washington, Guernsey, and Muskingum counties as the 49th county with McConnelsville as the only county seat.  Morgan County is named for American Revolutionary War hero Daniel Morgan.  The county seat is named for town founder Robert McConnell. 

Morgan County government consists of a sheriff and 3 Commissioners.  Two Common Pleas Court Judges serve Morgan County.  Morgan County is the in southeast part of the state.  Columbus, Ohio is northwest and Youngstown, Ohio is northeast of the county.  The county center is 2.1 miles East of McConnelsville.  The county is surrounded clockwise by Muskingum, Noble, Washington, Athens, and Perry counties. 

The area of the county is 417.7 square miles.  It is 56 out of 88 in the state.  It ranks 86 out of 88 in population in the state.  It has a density of 33.0 persons per square mile making it 86 out of 88 in the state.  Morgan County has 21.6% of its population in its incorporated areas.  There are no Interstates or United States Highways in the county.  The county resembles a pistol with a scope facing east.  The county seat is located in the northern third of the county.  McConnelsville is the county seat and the largest city.  It is 12.1% of the county population.
