A red brick Art Deco structure, built in 1933, is on a square at West, North, Cumberland, and Main streets. Ohio State Highway 821 passes in front of the courthouse as West Street. Charles J. Marr is the building designer. The grounds have veteran memorials and a gazebo. There was also an 1859 courthouse. Sarahsville was the first county seat until 1854 when Caldwell assumed the position. The county was created on April 1, 1851 from parts of Monroe, Washington, Morgan, and Guernsey counties as the 88th and final county. Noble County is named for State Representative Warren P. Noble. The county seat is named for settlers’ families.

Two Common Pleas Court Judges and a court clerk serve Noble County (judicial.) The county is located in southeast Ohio. Columbus, Ohio is northwest and Youngstown, Ohio is northeast of the county. The county center is 6.4 miles East of Caldwell nearer East Union. The county is surrounded clockwise by Guernsey, Belmont, Monroe, Washington, Morgan, and Muskingum counties.

It has a density of 35.4 persons per square mile making it 85 out of 88 in the state. Noble County has 17.4% of its population in its incorporated areas. Interstate Highway 71 travels through the county north to south from Guernsey County to Washington County. The county looks like the State of Ohio lying on its east side. Caldwell is located in the southwest quarter of the county. Caldwell is the county seat and the largest city. It is 11.9% of the county population.
