The masonry Classical Revival structure was constructed in 1929 and remodeled in 1956. It was enlarged in 1956 and 1977. The facility is on Douglas Avenue at Main Street. Oregon State Highway 99 is three blocks northwest of the site. John Tourtell and Frank Hummel are the architects. It features columns and veteran memorials on the grounds. A Justice Center was added in 1976. There were 1855, 1870, and 1891 versions of the courthouse. Douglas County was formed on January 7, 1852 as the 10th county from Umpqua County (which was later dissolved.) It is named for American statesman Stephen A. Douglas. The county seat is named for settler Aaron Rose. Winchester was the first county seat until 1854 when Roseburg became the seat.

The county is surrounded clockwise by Lane, Klamath, Jackson, Josephine, Curry, and Coos counties and the Pacific Ocean.

It has a density of 22.1 persons per square mile making it 20 out of 36 in the state. Douglas County has 47.3% of its population in its incorporated areas. Interstate Highway 5 travels north to south through the county from Lane County to Josephine County. United States Highway 101 goes north to south in the west from Lane County to Coos County. The county resembles a small letter y sitting on its face. Roseburg is located in the western third of the county. Roseburg is the county seat and the largest city. It is 21.3% of the county population. This county is in the Roseburg Micropolitan Statistical Area.
