The stone Romanesque building was constructed in 1890.  It is on a square at Monroe and 7th streets.  United States Highway 209 passes two blocks east of the facility.  Truman I. Lacey provide the designs.  The building was enlarged in 1934.  An Annex has been added to the structure.  A new courthouse is planned for 2023.  Monroe County was organized on April 1, 1836 from parts of Pike and Northampton counties as the 53rd county.  Stroudsburg has always been the county seat.  The county is named for United States President James Monroe.  The county seat is named for settler Jacob Stroud. 

Monroe County government consists of a sheriff and 3 Commissioners.  Ten Common Pleas Court Judges and Ten Magistrate Court Judges serve Monroe County.  The county is on the eastern border with New Jersey.  The Delaware River forms its eastern border.  Philadelphia, Pennsylvania is south and Harrisburg, Pennsylvania is southwest of the county.  The county center is 6.5 miles Northwest of Stroudsburg nearer Analomink.  The county is surrounded clockwise by Pike County and New Jersey and Northampton, Carbon, Luzerne, Lackawanna, and Wayne counties. 

The area of the county is 617 square miles.  It is 37 out of 67 in the state.  It ranks 20 out of 67 in population in the state.  It has a density of 272.8 persons per square mile making it 20 out of 67 in the state.  Monroe County has 11.5% of its population in its incorporated areas.  Interstate Highway 80 crosses the county from east to west from New Jersey to Carbon County.  Interstate Highway 380 comes from Lackawanna County, north, and terminates.  United States Highway 209 enters from Pike County, northeast, and exits to Carbon County, southwest.  The county resembles a block head person with his mouth open.  Stroudsburg is in the southeast quarter of the county.  East Stroudsburg is directly northeast of the county seat.  Stroudsburg is the county seat and East Stroudsburg is the largest city.  Stroudsburg is 3.5% of the county population while East Stroudsburg is 5.7% of the county population.  The county seat and largest city are pronounced STROWDS-BURG.  This county is in the East Stroudsburg Micropolitan Statistical Area.
