The stone Greek Revival courthouse was built in 1835 and remodeled in 1931. The courthouse is on Main Street at Central Avenue. Main Street is Pennsylvania State Highway 660. Lester, Merrit & Davis provided the building designs. An Annex was built in 1974. Tioga County was created on March 26, 1804 from Lycoming County as the 42nd county with Wellsboro as the only county seat. The county is named for the Tioga River which is Native American for βat the forks.β The county seat is named for settler Mary Wells. Tioga County is the birthplace of 1 Pennsylvania governor, William A. Stone.

The county is surrounded clockwise by New York and Bradford, Lycoming, and Potter counties.

United States Highway 6 crosses the county from east to west from Bradford County to Potter County. United States Highway 15 enters from the north, New York, and exits to the south, Lycoming County. The county is an overall rectangle with the southeast corner eaten away. Wellsboro is south and west of center in the county. Wellsboro is the county seat and the largest city. Wellsboro is 8.5% of the county population.
