The tan brick courthouse in Winner, Tripp County serves Todd County for judicial functions.  The courthouse is on a square at 3rd, Jefferson, 4th, and Madison streets.  United States Highway 18 is 3rd Street.  P. P. Lewis was the architect for the Classical Revival courthouse.  The courthouse was erected in 1920.  The courthouse features faux columns and veteran memorials are in front.  Todd County was organized on January 1, 1909 as the 62nd county.  The entire county is within the boundaries of the Rosebud Indian Reservation.  The red brick Tribal Affairs Building in Rosebud provides administrative support for the county.  It is named for Representative John Blair Smith Todd.  The county seat is named for its winning a location on the railroad. 

Todd County government consists of a sheriff and 5 Commissioners.  Three Circuit Court Judges and One Magistrate Court Judge serve Todd, Bennett, Gregory, Haakon, Hughes, Hyde, Jackson, Jones, Lyman, Mellette, Potter, Stanley, Sully, and Tripp counties.  Todd County is on the southern border with Nebraska.  Pierre, South Dakota is north and Rapid City, South Dakota is northwest of the county.  The county center is 51 miles West-Southwest of Winner nearer Mission.  The county is surrounded clockwise by Mellette and Tripp counties and Nebraska and Bennett and Jackson counties. 

The area of the county is 1388 square miles.  It is 20 out of 66 in the state.  It ranks 20 out of 66 in population in the state.  It has a density of 6.7 persons per square mile making it 28 out of 66 in the state.  Todd County has 17.4% of its population in its incorporated areas.  United States Highway 18 crosses the county from east to west from Tripp County to Bennett County.  United States Highway 83 enters from the north, Mellette County, and exits to the south, Nebraska.  The county is a rectangle.  Winner is located in the county to the east of Todd County.  Rosebud is near the county center.  Mission is in the northern quarter of the county.  Winner remotely serves as the county seat for judicial functions, Rosebud has the administrative functions, and Mission is the largest city.  Rosebud has 15.6% of the county population.  Mission is 12.4% of the county population.
