The brown/red brick Federalist facility was erected in 1868.  It is located in Courthouse Square at Church, Broad, Spring, and Main streets.  Tennessee State Highway 52 is Church Street.  Josiah S. Copeland is the building designer.  The building was restored in 1934 and renovated in 1979.  The facility grounds feature veterans’ memorials and a fountain.  A Justice Center was added in 2002.  Overton County was created on September 11, 1806 from Jackson County as the 27th county.  Monroe was the county seat until 1835 when Livingston assumed the role.  It was named for Judge John Overton.  The county seat was named for Secretary of State Edward Livingston.  Overton County was the birthplace of 1 Tennessee Governor, Albert H. Roberts. 

Overton County government consists of a sheriff, a County Executive, and 15 Commissioners.  Four Circuit Court Judge, One Chancery Court Judge, and One General Court Judge serve Overton, Clay, Cumberland, DeKalb, Pickett, Putnam, and White counties.  The county is in the north part of the state.  Nashville, Tennessee is west and Chattanooga, Tennessee is southeast of the county.  The county center is in Livingston .7 miles Southeast of the city center.  The county is surrounded clockwise by Pickett, Fentress, Putnam, Jackson, and Clay counties. 

The area of the county is 433 square miles.  It is 51 out of 95 in the state.  It ranks 62 out of 95 in population in the state.  It has a density of 52.0 persons per square mile making it 67 out of 95 in the state.  Overton County has 17.3% of its population in its incorporated areas.  There are no Interstates or United States Highways in the county.  The county looks like a hot air balloon with the basket swinging southeast.  Livingston is located slightly north of center in the county.  Livingston is the county seat and the largest city since it is the only incorporated city.  It is 17.3% of the county population.  This county is in the Cookeville Micropolitan Statistical Area.
