The Modern tan concrete courthouse, south of the city center along United States Highways 183 and 283, was built in 1968. Pierce, Norris & Pace Associates designed this building. An earlier courthouse, also located in Seymour, was built on January 22, 1858 when the county was founded. The county was formed from Fannin County as the 122nd county. Baylor County is named for Dr. Henry W. Baylor, a Native American fighter, Texas Ranger captain, and veteran of the Mexican War. Seymour got its name from Munday Seymour, a local cowboy.
Baylor County government consists of a sheriff, a County Judge, and 4 Commissioners. One District Court Judge serves Baylor, Cottle, King and Knox counties and One County Court Judge serves Baylor County. The county is north central part of the state south of Wichita Falls, Texas. The county center is 2.8 miles Northeast of Seymour. The county is surrounded clockwise by Wilbarger, Wichita, Archer, Young, Throckmorton, Haskell, Knox, and Foard counties.
The area of the county is 901 square miles. It is 163 out of 254 in the state. It ranks 214 out of 254 in population in the state. It has a density of 4.14 persons per square mile making it 210 out of 254 in the state. Baylor County has 73.5% of its population in its incorporated areas. United States Highways 82 and 277 enter together from Archer County on the east. They split at Seymour, both enter Knox County, United States Highway 82 goes straight west, and United States Highway 277 goes southwest. The joined team of United States Highways 183 and 283 enter from Wilbarger County on the north and exit into Throckmorton County on the south. The county is square and Seymour is slightly south of the geographical county center. Seymour is the county seat and the largest city since it is the only incorporated city. It is 73.5% of the county population. The county seat is pronounced SEE-MORE.
