The Modern appearance to the county tan brick courthouse is more descriptive of a west Texas county. Built in 1940 from the design of Hook Smith, it is located on Texas State Highway 154 at 1st Street. Cooper has had all three courthouses that have served the county, the last being from 1900, since its June 9, 1870 founding. The courthouse was restored in 1977. The county was created from Hopkins and Lamar counties as the 156th county. Delta County is named for its delta shape. The namesake for Cooper is Senator L. W. Cooper, who helped create the county.
Delta County government consists of a sheriff, a County Judge, and 4 Commissioners. One District Court Judge serves Delta, Franklin, Hopkins, and Rains counties, One District Court Judge serves Delta, Franklin, Hopkins, and Lamar counties, and One County Court Judge serves Delta County. The county is in northeast part of Texas east of Dallas, Texas and west of Texarkana, Texas. The county center is 2.2 miles Northeast of Cooper. The county is surrounded clockwise by Lamar, Red River, Franklin, Hopkins, Hunt, and Fannin counties.
The area of the county is 278 square miles. It is 248 out of 254 in the state. It ranks 203 out of 254 in population in the state. It has a density of 18.82 persons per square mile making it 137 out of 254 in the state. Delta County has 41.3% of its population in its incorporated areas. There are no Interstates or United States Highways in the county. Like its name indicates, the county looks like an arrowhead and Cooper is close to the southern border. Cooper is the county seat and the largest city. It is 37.6% of the county population. The Sulphur River makes the northern border for the county. This county is in the Dallas-Fort Worth-Arlington Metropolitan Statistical Area.
