The west Texas Renaissance structure was built in 1927 and sits at Texas State Highway 136 (Main Street) and 6th Street. William C. Townes did the brown brick and concrete design. The county was organized on August 21, 1876 with Plemons as the first county seat. Stinnett became the seat in 1926. Hutchinson County was created from Bexar County as the 200th county. Hutchinson is named for Anderson Hutchinson who was an early judge in the area. Stinnett gets its name from city founder, A. S. Stinnett.

The county is located in the northern panhandle north of Amarillo, Texas. The Canadian River crosses the southern part of the county from west to east. The county center is 1.8 miles South of Stinnett. The county is surrounded clockwise by Hansford, Ochiltree, Roberts, Gray, Carson, Potter, Moore, and Sherman counties.

Borger is located on the southern border of the county. Stinnett is the county seat and Borger is the largest city. Stinnett is 8.0% of the county population while Borger is 60.9% of the county population. The county seat is pronounced STIN-NET. This county is in the Borger Micropolitan Statistical Area.
