The tan brick and concrete Modern structure, built in 2011, is in the eastern part of the city at the intersection of Yellow Jacket Lane and Townsend Drive.  Texas State Highways 205 is one block to the west of this intersection.  George W. Read and Hal Sargent are the building designers.  All four courthouses (1875, 1892, 1941, and 2011) for Rockwall County since its January 1, 1873 founding have been in the city of Rockwall.  The county was taken from Kaufman County as the 162^nd county.  The county and county seat were named for a subsurface wall of rock that runs through the county. 

The area of the county is 149 square miles.  It is 254 out of 254 in the state.  It ranks 46 out of 254 in population in the state.  It has a density of 525.75 persons per square mile making it 10 out of 254 in the state.  Rockwall County has 87.4% of its population in its incorporated areas.  Interstate Highway 30 crosses the north of the county from Hunt County, east, to Dallas County, west. 

Rockwall County government consists of a sheriff, a County Judge, and 4 Commissioners.  Two District Court Judges and Two County Court Judges serve Rockwall County.  The county is part of the huge Dallas/Fort Worth, Texas Metroplex lying on the northeast corner.  The Elk Fork to the Trinity River is the western border of the county.  The county center is 8.7 miles Southeast of Rockwall nearer McLendon-Chisholm.  The county is surrounded clockwise by Collin, Hunt, Kaufman, and Dallas counties.  The smallest county in the state in size, this square county has Rockwall in the western third of the county.  Rockwall is the county seat and the largest city.  It is 47.9% of the county population.  This county is in the Dallas-Fort Worth-Arlington Metropolitan Statistical Area.
