The Classical Revival courthouse, located on a square at Beauregard Avenue and Irving Street, was built in 1928.  The site is three blocks west of United States Highway 87 and six blocks south of United States Highway 277 in the center of the city.  Anton F. Korn designed the tan brick and concrete building.  The building was renovated in 1983.  Ben Ficklin was the first county seat from March 13, 1874; however, San Angelo assumed the role in 1882 and has the remaining three courthouses.  An Administration Building was built in 1981 and a Justice Center was added in 2002.  The county was originally part of Bexar County and the 166th county.  Tom Green County got its name from General Thomas Green, a veteran of the Battle of San Jacinto and Confederate General.  He is also the namesake of Hunt County’s seat.  The county seat is named for the wife of the local fort owner, Caroline Angela. 

Tom Green County government consists of a sheriff, a County Judge, and 4 Commissioners.  One District Court Judge serves Tom Green, Coke, Irion, Schleicher, and Sterling counties, One District Court Judge serves Tom Green, Concho, and Runnels counties, and Two District Court Judges and Three County Court Judges serve Tom Green County.  The county is situated in west central Texas.  Abilene, Texas is northeast, San Antonio, Texas is southeast, and Odessa, Texas is northwest of the county.  The three forks of the Concho River meet in San Angelo to flow east.  The county center is in San Angelo 4.8 miles Southwest of the city center.  The county is surrounded clockwise by Coke, Runnels, Concho, Menard, Schleicher, Irion, Reagan, and Sterling counties. 

The area of the county is 1522 square miles.  It is 17 out of 254 in the state.  It ranks 38 out of 254 in population in the state.  It has a density of 78.8 persons per square mile making it 55 out of 254 in the state.  Tom Green County has 83.3% of its population in its incorporated areas.  United States Highway 67 goes diagonally from Runnels County, northeast, into Irion County, west.  United States Highway 87 crosses diagonally from Coke County, northwest, into Concho County, southeast.  United States Highway 277 goes north to south from Coke County into Schleicher County.  The county is a tall rectangle with an offset top to the west and a panhandle going west from the northwest corner.  San Angelo is in the north of the rectangle and east of the geographic center.  San Angelo is the county seat and the largest city since it is the only incorporated city.  It is 83.3% of the county population.  This county is in the San Angelo Metropolitan Statistical Area.
