The 1819 masonry building is the equivalent of a county courthouse.  The courthouse is located on Indiana Avenue Northwest at 5th Street Northwest.  United States Highway 1 is one block to the west of the site.  Hellmuth, Obata, and Kassabaum are the architects.  The district was founded on July 16, 1790 from parts of Maryland and Virginia.  The district is named for explorer Christopher Columbus.  Washington is named for President George Washington.  The capitol of the United States is in the district.  The district center is in Washington .3 miles North of the city center. 

The District of Columbia government consists of a Mayor, Attorney General, Police Chief, Coroner, and Assessor (executive).  Twelve Council Members and Eleven Board of Education Members serve the District (legislative.)  Fifty-five Superior Court Judges and Eight Court of Appeals Judges serve the District of Columbia (Judicial.)  The district is located on the Potomac River bordering Maryland and Virginia. 

The area of the district is 68.4 square miles.  It has a density of 10088.5 persons per square mile.  Interstate Highway 66 originates and heads west into Virginia.  Interstate Highway 295 originates and travels south into Maryland.  Interstate Highway 395 originates and goes west into Virginia.  United States Highway 1 enters from the east, Maryland, and exits to the west, Virginia.  United States Highway 29 comes from Maryland, north, and goes to Virginia, west.  United States Highway 50 passes east to west from Maryland to Virginia.  William H. Taft, the 26th President, is buried here.  Woodrow Wilson, the 27th President, is buried here.  John F. Kennedy, the 35th President, is buried here.  The district is shaped like a snow blade facing southwest.  The district and city are contiguous.  This district is in the Washington-Arlington-Alexandria Metropolitan Statistical Area.
