The Modern red brick structure was erected in 1999.  It sits on Pine Street north of Edgewood Drive.  United States Highway 52 is one block to the west of the location.  J. A. Gibson & Associates are the architects.  There was an 1874 version previously in Hillsville, the only county seat.  Veteran memorials are on the old courthouse grounds.  The county was organized on January 1, 1842 from Grayson County as the 91st county.  It was named for Charles Carroll, signer of the Declaration of Independence.  Hillsville is named for the Hill family settlers. 

Carroll County government consists of a sheriff and 6 Supervisors.  Six Circuit Court Judges and Nine District Court Judges serve Carroll, Bland, Floyd, Giles, Grayson, Montgomery, Pulaski, and Wythe counties and Galax and Radford cities and Fifty-three Magistrate Court Judges serve Carroll, Bland, Buchanan, Dickenson, Floyd, Giles, Grayson, Lee, Montgomery, Pulaski, Russell, Scott, Smyth, Tazewell, Washington, Wise, and Wythe counties and Bristol, Galax, Norton, and Radford cities.  The county is on the southwest border with North Carolina.  Roanoke, Virginia is northeast and Asheville, North Carolina is south of the county.  The county center is 7.9 miles South of Hillsville nearer Fancy Gap.  The county is surrounded clockwise by Pulaski, Floyd, and Patrick counties and North Carolina and Grayson County the City of Galax and Wythe County. 

The area of the county is 476 square miles.  It is 28 out of 133 in the state.  It ranks 60 out of 133 in population in the state.  It has a density of 61.2 persons per square mile making it 93 out of 133 in the state.  Carroll County has 9.9% of its population in its incorporated areas.  Interstate Highway 77 crosses north to south through the county from Wythe County to North Carolina.  United States Highway 52 parallels Interstate Highway 77 from Wythe County to North Carolina.  United States Highway 58 enters from Patrick County, east, and exits into Grayson County, west.  United States Highway 221 comes from Floyd County, northeast, and joins United States Highway 58 into Grayson County.  The county is a funnel.  Hillsville is located in the eastern third of the county.  Hillsville is the county seat and the largest city since it is the only incorporated city.  It is 9.9% of the county population.
