The Modern tan brick courthouse was built in 2001. There was also an 1831 facility. The courthouse is at the intersection of Main and Church streets. Moseley, Harris, and McClintock were the designers. United States Highway 15 is one block to the east of the location. The county was organized on October 1, 1777 from Albemarle County as the 57th county and Palmyra has always been the county seat. The county is named for the Fluvanna River. Palmyra was named for Palmyra, Syria.

Interstate Highway 64 clips the northeast corner of the county from Louisa County, north, to Goochland County, east. United States Highway 15 passes north to south from Louisa County to Buckingham County. United States Highway 250 parallels Interstate Highway 64 from Goochland County, east, to Albemarle County, west. The county is diamond shaped. Palmyra is located near the center of the county. Lake Monticello is on the northwest border of the county. Palmyra is the county seat and Lake Monticello is the largest populated area. Palmyra is 0.4% of the county population and Lake Monticello is 37.2% of the county although both are unincorporated.

The county is in central Virginia. Richmond, Virginia is southeast and Roanoke, Virginia is southwest of the county. The county center is 1.1 miles Southwest of Palmyra. The county is surrounded clockwise by Louisa, Goochland, Cumberland, Buckingham, and Albemarle counties. The county is pronounced FLOO-VAN-A. The county seat is pronounced PALL-MIE-RA. This county is in the Charlottesville Metropolitan Statistical Area.
