The Modern tan brick courthouse was built in 1994. It is located at the intersection of Broadway and Main Street. Virginia State Highway 10 is one block east of the courthouse. The Moseley McClintock Group are the architects. There was a 1925 courthouse previously. The city was established on January 1, 1914 from Prince George County as the 113th county equivalent. The City of Hopewell is named for Hopewell Farm, an early settlement.
Hopewell City government consists of a sheriff, a Mayor, and 7 Council Members. Two Circuit Court Judges and Five District Court Judges serve Hopewell City and Brunswick, Greensville, Prince George, Surry, and Sussex counties and Emporia City and Forty-nine Magistrate Court Judges serve Hopewell City and Brunswick, Amelia, Appomattox, Buckingham, Charlotte, Chesterfield, Cumberland, Dinwiddie, Greensville, Halifax, Lunenburg, Mecklenburg, Nottoway, Powhatan, Prince Edward, Prince George, Surry, and Sussex counties and Colonial Heights, Emporia, and Petersburg cities. Hopewell City is in the southeast part of the state. Richmond, Virginia is north and Virginia Beach, Virginia is east of the city. The city center is in Hopewell 1.3 miles Southwest of downtown. The city is surrounded clockwise by Chesterfield, Charles City, and Prince George counties.

It has a density of 2053.73 persons per square mile making it 17 out of 133 in the state. Hopewell has 100.0% of its population in its incorporated city limits. Interstate Highway 295 clips the western part of the city north to south from Chesterfield County to Prince George County. The city shape resembles the head of a rhinoceros. This city is in the Richmond Metropolitan Statistical Area.
