The Modern tan brick building was built in 1961 to replace the 1850 structure.  It is on Saint Pauls Boulevard at Union Street.  Interstate Highway 264 is one block to the east.  Vincent G. Kling and Oliver and Smith combined to design the structure.  A new courthouse was built in 2017 designed by Fentress Architects.  The city was founded on January 1, 1845 from South Norfolk County as the 93rd county equivalent.  It is named for Norfolk, England. 

Norfolk City government consists of a sheriff, a Mayor, and 7 Council Members.  Six Circuit Court Judges and Nine District Court Judges serve Norfolk City and Forty-four Magistrate Court Judges serve Norfolk City, Accomack and Northampton counties, and Portsmouth and Virginia Beach cities.  The city is in the southeast part of Virginia.  Virginia Beach, Virginia is directly east and Richmond, Virginia is northwest of the city.  The Chesapeake Bay forms its northern border.  The city center is in Norfolk 4.8 miles North-Northeast of downtown.  The county is surrounded clockwise by Northampton County and Virginia Beach, Chesapeake, Portsmouth, and Hampton cities. 

The area of the city is 96 square miles.  It is 100 out of 133 in the state.  It ranks 7 out of 133 in population in the state.  It has a density of 2529.20 persons per square mile making it 12 out of 133 in the state.  Norfolk has 100.0% of its population in its incorporated city limits.  Interstate Highway 64 comes from Hampton City and goes to Virginia Beach City, northwest to southeast.  United States Highway 13 enters from Virginia Beach City, east, and exits to Virginia Beach City, southeast.  United States Highway 58 crosses east to west from Virginia Beach City to Portsmouth City.  United States Highway 60 is joined with Interstate Highway 64 from Hampton City, splits and continues east into Virginia Beach City.  United States Highway 460 originates and heads south into Chesapeake City.  The city looks like a laser gun pointing northwest.  The city is pronounced NOER-FOLK.  This city is in the Virginia Beach-Norfolk-Newport News Metropolitan Statistical Area.
