Frank Pierce Milburn is the architect. Other city functions are conducted in the City Hall. It is located on Virginia Street and 6th Street in Norton. A canon sits in front of this dark red brick building. The city was taken from Wise County on January 1, 1954 as the 122nd county equivalent. The city is named for railroad president Eckstein Norton.

The city is located in western Virginia. Knoxville, Tennessee is southwest and Charleston, West Virginia is northeast of the city. The city center is in Norton .5 miles East-Northeast of downtown. The city is completely surrounded by Wise County.

It has a density of 528.0 persons per square mile making it 46 out of 133 in the state. Norton has 100.0% of its population in its incorporated city limits. United States Highway 23 enters the city from the north and exits to the west in from and out to Wise County. United States Highway 58 Alternate comes from the east and joins United States Highway 23 to the west in and out of Wise County. The city looks like a pig facing southwest.
