The Modern red brick and concrete structure was constructed in 2011 to replace the 1966 building. It is located on Lincoln at Court streets. Interstate Highway 264 is three blocks to the south of the site. Moseley Architects and HBA Architects combined on the designs. A 1968 District Courthouse is also in the city. The city was founded on January 1, 1858 from Norfolk County as the 99th county equivalent. Portsmouth is named for Portsmouth, England.

United States Highways 58/460 Alternate are joined with Interstate Highway 264 from Norfolk to Chesapeake cities. The city resembles a wine skin bending toward the northwest.
