The Modern red brick and concrete structure was constructed in 2011 to replace the 1966 building.  It is located on Lincoln at Court streets.  Interstate Highway 264 is three blocks to the south of the site.  Moseley Architects and HBA Architects combined on the designs.  A 1968 District Courthouse is also in the city.  The city was founded on January 1, 1858 from Norfolk County as the 99th county equivalent.  Portsmouth is named for Portsmouth, England. 

The area of the city is 33 square miles.  It is 105 out of 133 in the state.  It ranks 20 out of 133 in population in the state.  It has a density of 2967.1 persons per square mile making it 11 out of 133 in the state.  Portsmouth has 100.0% of its population in its incorporated city limits.  Interstate Highway 264 crosses east to west through the city from Norfolk City to Chesapeake City.  Interstate Highway 464 enters from Norfolk City and exits to Chesapeake City.  United States Highways 58/460 Alternate are joined with Interstate Highway 264 from Norfolk to Chesapeake cities.  The city resembles a wine skin bending toward the northwest. 

Portsmouth City government consists of a sheriff, a Mayor, and 6 Council Members.  Four Circuit Court Judges and Six District Court Judges serve Portsmouth City and Forty-four Magistrate Court Judges serve Portsmouth City and Accomack and Northampton counties and Norfolk and Virginia Beach cities.  The city is in the southeast part of the state.  Virginia Beach, Virginia is east and Richmond, Virginia is northwest of the city.  The city center is in Portsmouth 8 miles Northwest of downtown.  The city is surrounded clockwise by Hampton, Norfolk, Chesapeake, Suffolk, and Newport News cities.  This city is in the Virginia Beach-Norfolk-Newport News Metropolitan Statistical Area.
