The Modern masonry and concrete structure was erected in 1982. The structure is on 3rd Street at Church Avenue. United States Highway 11 passes one block to the north of the site. Hayes, Seay, Mattern & Mattern are the architects. Veteran memorials are across the street. The city was created on January 1, 1884 from Roanoke County as the 104th county equivalent. The city is named for the Roanoke River which is Native American for “shell money.” It is also the source for Roanoke County.

The city is in the western part of the state. Richmond, Virginia is east and Charleston, West Virginia is northwest of the city. The city center is in Roanoke 1.2 miles Northwest of downtown. The city is surrounded clockwise by Roanoke County and the City of Salem.

United States Highway 11 enters the city from the northeast, Roanoke County, and exits to the west, Salem City. United States Highway 220 comes from the north, Roanoke County, and goes to the south, Roanoke County. United States Highway 221 passes from the east, Roanoke County, to the southwest, Roanoke County. United States Highway 460 is joined with United States Highway 221 from Roanoke County, splits and joins United States Highway 11 into Salem City. The city is shaped like a flower. This city is in the Roanoke Metropolitan Statistical Area.
