The Art Deco masonry and concrete building was completed in 1939.  The courthouse is located on Jackson Street between Algoma and Church avenues.  Jackson Street is United States Highway 45 in the town.  Frank L. Venning provided the designs.  There was an 1860 building before this one in Oshkosh, the only county seat.  An Administration Building augments the courthouse.  The county was established on January 1, 1840 as the 20th county.  The county is named for the Native American tribe.  Oshkosh was named for a Native American chief. 

Winnebago County government consists of a sheriff and 36 Supervisors.  Six Circuit Court Judges and Four Municipal Court Judges serve Winnebago County.  The county is located in eastern Wisconsin.  Green Bay, Wisconsin is north and Milwaukee, Wisconsin is southeast of the county.  The county center is 6 miles Northwest of Oshkosh nearer Harbor Springs.  The county is surrounded clockwise by Outagamie, Calumet, Fond du Lac, Green Lake, Waushara, and Waupaca counties. 

The area of the county is 434.5 square miles.  It is 62 out of 72 in the state.  It ranks 7 out of 72 in population in the state.  It has a density of 395.2 persons per square mile making it 7 out of 72 in the state.  Winnebago County has 79.2% of its population in its incorporated areas.  United States Highway 10 enters the county from the northeast, Calumet County, and exits to the northwest, Waupaca County.  United States Highway 41 comes from Outagamie County, north, goes to Fond du Lac County, south.  United States Highway 45 passes from Outagamie County, northwest, to Fond du Lac County, southeast.  The county is a rectangle.  Oshkosh is located in the southeast quarter of the county.  Oshkosh is the county seat and the largest city.  It is 38.9% of the county population.  The county is pronounced WIN-E-BAE-GOE.  The county seat is pronounced OSH-KOSH.  This county is in the Oshkosh-Neenah Metropolitan Statistical Area.
