The 1939 tan brick Art Deco building sits on Pine, 4th, Spruce, and 5th streets. United States Highway 287 is one block to the east of the building. Frederic Hutchinson Porter provided the designs. The facility has sheep heads imbedded in the outside walls. A veterans memorial wall and a replica of the Statue of Liberty are on the grounds. There was an 1881 courthouse earlier in Rawlins, the only county seat. Carbon County was founded on December 16, 1868 as the 4th county. It is named for local mineral deposits. The county seat was named for Civil War General John A. Rawlins. Carbon County is the birthplace of 1 Wyoming Governor, John J. Hickey.
Carbon County government consists of a sheriff and 5 Commissioners. Two District Court Judges and One Circuit Court Judge serve Carbon and Albany counties. Carbon County is located on the southern border with Colorado. Cheyenne, Wyoming is east and Casper, Wyoming is north of the county. The continental divide passes through the county. The county center is 42.5 miles Southeast of Rawlins nearer Walcott. The county is surrounded clockwise by Natrona, Converse, and Albany counties and Colorado and Sweetwater and Fremont counties.
The area of the county is 7897 square miles. It is 3 out of 23 in the state. It ranks 12 out of 23 in population in the state. It has a density of 1.8 persons per square mile making it 21 out of 23 in the state. Carbon County has 85.2% of its population in its incorporated areas. Interstate Highway 80 crosses east to west through the county from Albany County to Sweetwater County. United States Highway 30 enters from Albany County, east, and joins Interstate Highway 80 to exit into Sweetwater County, west. United States Highway 287 is joined with United States Highway 30 from Albany County, splits and continues northwest into Fremont County. The county resembles an overstuffed chair. Rawlins is located in the western third of the county. Rawlins is the county seat and the largest city. It is 56.7% of the county population.
