The dual courthouses in this county are unique.  Berryville’s structure is a brick office building.  It is located at the corner of Spring and West Church streets.  The site is one block west of United States Highway 62.  The 1947 courthouse is the newest in Berryville.  The architect for this Modern style building is unknown.  There have been two courthouses in Berryville.  Eureka Springs’ version is stone with a single tower.  It is on Main Street between Benton and Trolley streets.  Main Street is Arkansas State Highway 23.  It was built in 1908 and is the only one Eureka Springs has had.  The designer of the Eureka Springs courthouse was W. O. Perkins and Son in a Romanesque Revival style.  Carrollton was the first county seat, replaced by Berryville (1875) and finally Eureka Springs was added in 1883.  The county was named for Charles Carroll, signer of the Declaration of Independence.  Berryville was named for its founder, Blackburn Henderson Berry.  Eureka Springs is named for nearby springs.  Carroll County was carved from Izard County on November 1, 1833 as the 23rd county. 

Carroll County government consists of a sheriff, assessor, treasurer, and coroner (executive).  It has 11 Quorum Court members (legislative.)  One Circuit Court Judge and Two District Court Judges, an Attorney, and a County Clerk serve Carroll County (judicial.)  Northwest Arkansas is the site for Carroll County northeast of Fayetteville, Arkansas and on the border with Missouri.  The Kings River makes up part of the southern border.  The center of the county is 7.5 miles Southeast of Berryville nearer Cabanal.  The county is surrounded clockwise by Missouri and Boone, Newton, Madison, and Benton counties.  A rectangle with a foot extending down on the southeast part of the county describes the shape.  Berryville is slightly north of the county center.  Eureka Springs is in the western quarter of the county.  Berryville is a county seat and the largest city and Eureka Springs is also a county seat.  Berryville is 20.1% of the county population while Eureka Springs is 7.7% of the county population.

The area of the county is 638.8 square miles.  It is 44 of 75 in size.  It ranks 23 out of 75 in population in the state.  It has a density of 44.2 persons per square mile making it 22 out of 75 in the state.  Carroll County has 48.7% of its population in its incorporated areas.  United States Highway 62 crosses east to west from Boone County into Benton County.  United States Highway 412 enters from Boone County joined with United States Highway 62 then splits to go southwest to Madison County.
